UNDERSTANDING PANTRY ELIGIBILITY
Two Programs. Different Eligibility Rules.
Food available through the Goshen Food Pantry may come from different programs. TEFAP and the CSBG Shopper's Choice Pantry have different income limits and different ways of verifying eligibility.
USDA FOOD
The Emergency Food Assistance Program
TEFAP eligibility is based on household income at or below 185% of the Federal Poverty Level. You declare your household income and sign the TEFAP eligibility form when receiving TEFAP food. You do not need to provide income documentation.

Community Services Block Grant
CSBG eligibility is based on household income at or below 200% of the Federal Poverty Level. Unlike TEFAP, self-certification alone is not sufficient for CSBG. Household income must be verified according to WYO HELP eligibility requirements.

What You'll Need to Verify Income
CSBG requires WYO HELP to verify household income. The information below explains what you should expect during the eligibility process.
Household Information
You will provide the name and age of each person in your household and information needed to verify that you live in Goshen County.
Income for Adults Age 18+
Income information and supporting documentation are required for each household member age 18 or older who receives countable income.
Recent Income Is Usually Reviewed
WYO HELP ordinarily reviews at least the most recent 30 days of income. A different or longer period may be used when needed to accurately represent your household's current income.
If Your Entire Household Has Zero Income
You will complete a zero-income declaration instead of providing income documents. If the entire household continues to have zero income, a new declaration is required every 60 days.
When income documentation has been provided, eligibility generally remains current through the end of the program year unless a significant income-changing event occurs. A new eligibility determination is required at the beginning of each new program year.
