I. Introduction

Goshen HELP is a Community Action Agency serving Carbon, Crook, Goshen, Niobrara, Washakie, and Weston Counties in Wyoming. As a recipient of Community Services Block Grant (CSBG) funds, we are required to conduct a Community Needs Assessment (CNA) every three years to ensure our programs and services align with the evolving needs of our low-income population. We are seeking qualified individuals or firms to conduct a comprehensive CNA beginning October 1, 2025.

II. Scope of Work

• Planning & Stakeholder Engagement: Develop a project plan with timelines and deliverables. Facilitate input sessions with staff, board, and community stakeholders.
• Data Collection: Collect quantitative data (demographics, poverty indicators, service gaps). Conduct qualitative research (surveys, focus groups, interviews).
• Analysis & Findings: Analyze data by key domains (Employment, Education, Income, Housing, Health, etc.).
• Reporting: Draft and finalize a CNA Report with visuals. Provide an executive summary and present to the board.
• Compliance: Ensure the report meets CSBG Organizational Standards (Category 3).

III. Qualifications

• Experience with needs assessments, planning, or evaluations
• Knowledge of CSBG or similar federal programs
• Strong data and reporting skills
• Experience with rural or underserved communities preferred

VI. Budget Range

The anticipated project budget is $10,000 – $20,000, based on scope and approach.
